Having completely settled in now, was waiting to talk to
Commander Ohmsford regarding his new armoury, so that he
could house his personal collection of weaponry. So far, he
had to admit that he was far from impressed with Unity
station as a whole. The whole place was so wound up, even
walking down the hallway in a manner that displeased earned
you a reprimand from station security.
Richard truly hoped that he'd not have to deal with that
ass, Mumacik, again, for some time. Being senior Task Force
staff, he somewhat doubted that.
Finishing all required paperwork in half an hour after the
security accident with the woman named Dare Shao who claimed
to be a Lieutenant Major and Platoon leader of the MEF. The
logical choice of a person confirming Dare Shaos identity
was the MEF Commander, Major General Sharpe. Having no
emotions at all made Mumacik walking straight to Sharpe's
office, without any hesitation or weird feelings. He just
did his duty and that was it. He introduced himself to the
General's aide and waited for invitation to see the General.
Sarah informed Richard about his... guest. Richard audibly
groaned at the prospect of having to talk to this... idiot
again. Sighing again, he gave instructions to show the
irritant into his office. If anything, the soundproofing in
his office would prevent passing people knowing he was
murdering the Chief of Task Force Security.
"Good day, Major General Sharpe" Mumacik said once inside
the office. "I am here in the matter of a certain Mrs. Dare
Shao who claims to be a Lieutenant Major and Platoon leader
of the MEF. Unfortunately, I was not able to find any
document supporting this claim, nor do I see such an officer
in the MEF roster. Since she was detected to carry a bladed
weapon within Starbase UNTIY, I was forced to place her
under temporary custody till this case is cleared. As a
matter of official investigation, I am here to inquire about
your knowledge about Mrs. Dare Shao" that all was said
almost in a single sentence, not giving much opportunity for
the General to interrupt him.
Narrowing his eyes to near dangerous proportions, in a look
that told people who knew him well that he was at a level of
anger that was the most dangerous. "I see." He said, calmly.
"Tell me Leftenant, do you have a deathwish or are you so
thick that you walk around in a perpetual haze?"
Without letting him speak, Richard continued. "Lieutenant
Major Shao has JUST this moment been added to the roster, as
presumably when you accosted her in the corridor, she'd just
left my office. I admit that I am not as efficient as a cold
blooded computer, like yourself, but it was only a matter of
twenty minutes from when she left to when she was added to
the roster."
The insult went down Mumacik like water from a plastic wall
- leaving no marks. He considered Sharpe's words for a
moment and then replied in his usual machine-like tone:
"Thank you for confirming Lieutenant Major Shao statement.
With regret I have to say that I can act only according the
data I have available at the moment I perform the act and in
case of Lieutenant Major Shao, I could not have acted
otherwise. She was armed and could not present a valid
identification. The only possible way how to deal with this
event was to place her under temporal custody and try to
confirm her identity what I am just doing"
"Tell me Leftenant, are you deliberately harassing my
marines, or is it just a pastime for you?" He asked. "You
stole my personal possessions the moment I arrived, and
proceeded to harass me on the promenade, with complete
discourtesy for my rank and position as a senior member of
the Task Force Staff. Further more, you have proceeded to
shake down every single marine arrival on this station since
my arrival, and probably many more before then!"
Mumacik nodded: "There have been 237 security accidents
involving members of MEF since your arrival, Major General
Sharpe. All have been recorded and 231 cases are already
closed. All cases have been recorded and all security and
legal procedures have been performed according Starfleet and
SSF wartime regulations"
"You dare to quote regulations to me!?!" Richard shouted,
slamming the PADD he was holding down on the desk hard and
standing up. "You are in violation of Article 89 of the
StarFleet Code of Military Justice, and also Article 91. You
will release Major Shao at once, and you will release my
personal possessions to me at once, or I will file these
charges against you. Am I making myself perfectly clear
Lieutenant?!"
Nodding again, Mumacik replied: "I understood you clearly,
Major General Sharpe." His emotionless attitude was in sharp
contrast to the General. Was is Mumacik's belief in
regulations or stupidity? Who can tell?
"Regarding weapons confiscated upon your arrival, those are
locked in a secure cargo bay. They can be delivered back to
you once you submit a valid document about acquiring a
secure storage for all those weapons signed by SB 234:
UNITY's CEO or by direct order by SB 234: UNITY's CO or XO."
He paused only for a moment and went on: "Now that the
identify of Lieutenant Major Shao is confirmed, I require a
document signed by MEF CO or XO allowing Lieutenant Major
Shao to carry weapons outside duty. Only then can I release
her from the temporal custody". The pause was again only a
slight one: "Every Starfleet or Allied officer or NCO as
well as all guests to SB 234: UNITY can submit a complaint
or charge against any crew or SB 234: UNITY, therefore there
is no legal problem with you submitting those charges, Major
General Sharpe. Article 89 is Disrespectful Conduct towards
a Superior Commissioned Officer and Article 91 is
Insubordination."
"I am aware of what those articles are, Leftenant." Richard
scowled.
"I am a
trained lawyer."
"I'd like to inform you that since I am a member of SB 234:
UNITY in the position of Chief of fleet level security, my
next superior officer is Captain Trent Rodgers and then Rear
Admiral Shane Guzman. Members of Special Forces First Task
Force Command are outside this Chain of Command and can not
issue orders to me on board SB 234: UNITY unless charged by
SB 234: UNITY XO or CO or having temporal command over SB
234: UNITY or a certain operation within SB 234: UNITY."
"I believe if you check your regs, you will realize that any
officer holding
a rank above you in grade, can issue you an order,
Lieutenant." Richard
said. "The only exception comes if you hold an office or
duty post that is
senior to that of the officer in question, such as Deputy
Task Force
Commander or other related posts. Do you hold an office that
is above mine
in substantial rank, Lieutenant, or would you state that
since we're both
Task Force Staff, that my somewhat lofty rank grants me the
right under the
Starfleet Code of Conduct to issue you direct orders?"
Richard carried on irregardless of any protests that Mumacik
might be about
to make. "You have the legal right to file an objection to
such orders with
your immediate superiors and mine, but you are required to
follow my
instructions. Furthermore, you're to get used to the sight
of armed marines
on your station, Mister Mumacik. As you have stated, we are
at war, and this
is now the Headquarters of the 1st Marine Expeditionary
Force. If you search
one of my marines again, arrest them, or anything of the
such, without
clearing it with my office or that of Brigadier Stirling, I
will have your
badge pulled. Am I making myself perfectly clear?"
Mumacik nodded: "I understood you loud and clearly, Major
General Sharpe. I do not agree with your interpretation of
who can and who can not issue orders to a Chief Security
officer, but as I am not a JAG department member, my opinion
is not of importance here. None-the-less, I will ask the JAG
department for a legal interpretation here." Without any
emotion on his face, he asked all innocently: "Could you
please tell me what legal document you are referring to
regarding security procedures with members of the MEF?"
"Starfleet Marine Charter, article fourteen, section seven,
sub category
nine, quote: 'Starfleet marines will have all disciplinary
matters dealt
with by the marine branch known as the military police. In
the event of an
infraction aboard a Starfleet facility, custody of offending
marines must be
given to any MP once they arrive to take custody.'" Richard
said. "I now
have a fully working MP department, and I will instruct
Major Herandez to
work with you, in complete support and co-operation." His
temper had
subsided considerably now.
Mumacik made a note on his PADD and nodded: "I look forward
to cooperate with MEF's military police unit. But it is my
duty to remind you that the office of fleet level security
will fulfill all entrusted duties regardless of military
branch the victim or offender is a member of. SB 234:
UNITY's security forces will transfer all MEF personnel into
the custody of MEF's MP as soon as the matter has been
investigated."
"I want to work with Starfleet, not against it. I have spent
my entire
career trying to promote that, and fight the continuous
clashes between the
naval and marine forces." Richard said. "MP's will meet all
arriving
marines, they will check them for contraband according to
our own
regulations, not yours, and if found in violation, will
bring them to you.
Saves you chasing my people around."
This time Mumacik shook his head: "No, General Major Sharpe.
ALL personnel arriving at SB 234: UNITY will proceed with
the same procedure. UNITY's security will check them as well
as all incoming cargo and report to the office of Fleet
level security. If your MP unit will conduct a second
control procedure, that is all perfect with me. Exceptions
may be granted by SB 234: UNITY XO and CO as well as SSF,
JDC and Starfleet Command."
"You would disobey the orders of a Starfleet flag officer,
to his face, in a
blatent show of disrespect towards said flag officer?"
Richard asked, ashen
faced.
Standing there like a machine Mumacik replied, "I have to
repeat your own words, General Major Sharpe. You have the
legal right to file an objection to any procedures performed
by the office of Fleet level security to SB 234: UNITY XO
and CO, but until one of the will decide otherwise, nothing
in the procedures of fleet level security will change"
Richard sat down, his mood turned cold. "Lieutenant Mumacik,
you have
violated article 89 and article 91 of the Starfleet Code of
Military
Justice. I will be filing formal charges against you with
the Judge
Advocate's office. You can expect to hear from them soon."
Richard pressed a button on his desk, and the two sentries
who had been
outside, came into the room. "You are dismissed, Lieutenant
Mumacik." He
said, indicating that the guards could escort the irritating
Lieutenant out.
Mumacik nodded, looking careless like always: "Thank you for
your time, General Major Sharpe". Turning around, he walked
out of the office, followed by the two marine guards. Once
out of the office, Mumacik made another note on his PADD and
made his way towards his own office to write a (rather
lengthy) report to Captain Rodgers.
