"Sir, with the exception of a few ... isolated incidents that, I may add, were not
supported by the current government, we have been quite friendly with the
Federation. Even though you chose to shut us off from the rest of the galaxy with
the embargo you placed on our system," Qalavlor politely said. "We are ready to
take our place in that galaxy if you will give us that chance."
Turan So thought for a moment, again considering the ambassador's words.
"I will discuss this with the council as well as starfleet command. If you will hold
off your declaration of war for the next few days, we should have our decision by
then," Turan said before he stood. "Now if you will excuse me, I have other matters
to attend to."
Turan walked out, followed by the other council members and their aides and security.
Qalavlor was left alone with his own security detail. He wondered what his
government's real reason was for going to war, if there was one.

As Turan So walked down the corridor to his next appointment, Lor, the Tellarite
councilman caught up with him.
"You can not be serious about considering the Nenon offer," Lor said, now walking in
step with the Andorian.
"I am," Turan replied.
"We can not trust them, Turan. Forget about the bomb that was planted on board the
Dunkirk or anything else that was done against the Federation. How many of their
own people did they kill during what they called the 'cleansing'? We still do not know
the final numbers. It could end up easily being over a hundred million."
"I agree that their actions against the Neverra were horrible. But that was the past,
and those responsible have been tried and dealt with," Turan said.
"The past? It has not been that long ago," Lor said. "Either way, I advise against
letting their warships enter Federation space. They can not be trusted."
"You've made your thoughts on that perfectly clear," Turan said, before stopping
and facing Lor. "I will not decide alone on this. It will be up to the council to
decide."
"You know that if you back the Nenon request, the council will follow suit," Lor
explained. "They usually do."
"I have not yet decided my stance on this issue. I will meditate on it and decide
before the council beings it to a vote."
Turan again started walking.
"Besides, were we not in a war with the Klingons shortly before the Dominion War
broke out?" Turan continued. "It was long said that we could not trust them. But
were not for the Klingons, we would be standing on a Dominion-occupied planet
now, especially after the Breen entered the war."
"The Klingons are a different matter," Lor countered.
"How is that? They were a vicious warrior race. They still are. They hated the
Federation and wanted to see us destroyed. In many ways, they were worse than the
Nenons. The Klingons will not even join us in our war with the Romulans. At least the
Nenons want to help us. You know what the interesting thing is, Lor?"
The Tellarite didn't answer.
"If Richard Rodgers had not learned about the 'cleansings,' then the Nenons would be
members of the Federation and already fighting by our side against the Romulans,
perhaps even serving on Federation starships."
Lor shook his head as they arrived at a lift. Turan turned to face Lor.
"I will set up a vote on this in three days time. I'm certain there will be plenty of time
to debate the issue. As of now, I'm undecided. Now, if you will excuse me, I'm late for
my meeting with the Andorian finance minister."
Turan stepped onto the lift, leaving Lor behind.
