[USS Chimera] SD: 240904.07 Joint Duty Log Part 2, Commo. Shane Guzman/Amb. Alecto Ayanami

He spoke again but this time in the deep baritone of a
Klingon warrior "Greetings Commodore Guzman, I am
Quon'ragh head of Klingon Intelligence within the Erassian
Alliance and I believe we have a few things to talk
about."
 
The sudden change took Shane by surprise. For a second he
drawed himself in a defensive position. He knew that the
UNITY was full of Starfleet personal, that the diplomatic
area was strongly guarded, but (not)knowing the Erassians,
Shane thought for a moment about treachery from Alecto. But
when the Klingon appeared peacefully (at least as peacefully
as Klingons could ever get), he relaxed a bit. "What the
heck is going on here?" he asked. "Klingon Inteligence?
Forgive me my doubts, but do not Klingons regard Intel as a
dishonorable activity?"
 
"They do which is why Chancellor Martok selected warriors
without a House to do the job and we report to the
Chancellor himself and nobody else.  We are regarded as
the lowest of the low and as such are virtually invisible. 
Perfect for Intelligence work.  Ambassador Ayanami likes
to call us Ronin, supposedly a term from your culture." 
Quon'ragh said.
 
Shane nodded: "All right then, it's not up to me to
judge here, but what I am more interested in is to learn why
a Klingon warrior would ask for other Klingons to be
destroyed by the Erassians … "
 
"As you are no doubt aware there is a split in the High
Council, some choosing to side with the traitors and their
Romulan allies and others choosing to remain loyal to the
Chancellor and the Empire.  However the divide is deeper
than you suspect as both sides are gathering their forces. 
The prospect of civil war is high and a strike by our
side on an enemy stronghold could tip the balance into
open conflict.  What we required was a third party to
destroy the station and take the blame openly. 
Now with the station removed as a threat to both
the Erassian Alliance and the Klingon Empire we can
solidify our position and drive out the traitors and
perhaps in time we can take up arms alongside yourselves
and crush the Romulan P'taks."  Quon'ragh said.
 
Alecto spoke again in her amused tone. "Naturally all
this information is secret and isn't going to be
leaving this room for the time being at least until
the situation within the Empire is resolved.  So
what you are going to report back to your superiors
Commodore is that the Erassian Alliance has already
made its stance on biological weapons quite clear
within the bounds of the Mutual Defense Treaty.  Just
to jog your memory Article 9 is where it states 'No
form of biological weapons development or production
will be tolerated under any circumstances.'
"

"I also personally spoke with Premier Lephren earlier regarding
the demands of the Federation Council and this was his response. 
'The Erassian Alliance officially declines the request for
the deportation of General Eaglestone who led the assault
on the Narendra Station and not General Ivanov as you claim.
Ambassador Ayanami will not receive any punishment as she
cannot order any Erassian Alliance Military vessel to
perform any actions as she is outwith the military chain
of command.  Furthermore our actions were legally just and
quite deliberate therefore stop referring to it as an
accident.'
  A copy of that transmission has been forwarded to
the Federation Council as well."
 
Shane remained silent for a while, considering the things
said here and now. Then he shook his head and replied: "I
am no JAG officer to judge the law side of this story, but
you must have been aware that a strike on a Klingon base
will result in inevitable consequences. You too know that
the MDP between our worlds has a lot opposition in the
Federation and such an 'accident' will be just the
reason to doubt that treaty again. Klingons indeed have a
lot of internal problems … repeatedly … but the Klingon
Empire is a long standing Ally of the Federation … in the
opposite to the Erassian Alliance." He sighed: "I fear
that the Federation council will be quite disappointed by
the answer of your prime minister, but" he shrugged:
"this matter definitely grew outside the grasp of both of
us, so let's not speak about it any further"
 
Alecto turned to Quon'ragh "Thank you for your time
Quon'ragh if you return to the Embassy the Goliath can have
you back on Erass within six hours."  The klingon grunted
agreement as his skin and the air surrounding him shimmered
again leaving the lanky, pale Erassian aide to exit the
room.
